I think they are more concerned with providing enough time for iOS developers to starting thinking about their iOS apps from a multi device (yes even to a desktop) viewpoint. It encourages adding things like keyboard shortcuts etc, that you would normally add to a Mac app, to the iOS app so that apps are better prepared for the transition the macOS next year. I think getting iOS apps to macOS is more important than slowing down new macOS apps for a year or less. (I’m of the mind that they might put out a developer preview before WWDC if it’s ready in order to provide more time between WWDC -> Sept)
